Twin transition
conceptual framework
Description
WP1 builds a comprehensive Knowledge Base on the Green and Digital Transitions and their Interrelations, focusing on Skills and Jobs. It classifies European Regions and Sectors by Transition Capacity, identifies Jobs and Skills driving or affected by these changes, and develops a Twin Transition and Job Skill Matrix. By creating Skill Resilience Indicators and a Conceptual Framework with Stakeholder Input, it supports Pathways for Resilient, Future-Proof Labour Markets.

WP 2
European labour market resilience management
Description
WP2 investigates how the twintransition, alongside other drivers of change, shapes job creation,destruction, and sectoral shifts across regions. It identifies anddevelops indicators to monitor transition pathways, highlightsgroups and places at risk of being left behind, and examines theirresponses to reskilling and upskilling. The results will provideevidence-based recommendations for tracking economictransitions and supporting inclusive, resilient labour markets.

WP 3
Labour markets in transition
Description
The aim of Work Package 3, Labour Markets in Transition, is to investigate how European labour markets adapt to the twin transition by focusing on resilience mechanisms, social inclusion and exclusion dynamics, and emerging challenges. The principal undertaking of WP3 is to coordinate case studies across five different sectors: tourism, food, agriculture, transportation, and energy. Each case will encompass at least two regions, enabling a series of comparative analyses that capture variations in geographic, institutional, and socio-economic contexts.
WP 4
Institutions in transition
Description
In WP4, we analyze how Institutional Contexts of Labor Markets, such as the Rules and Norms shaping Collaboration among Actors, are evolving in response to Global Trends such as Digitalization and the Green Transition. At the same time, we explore how Regional Actors actively shape these Contexts to ensure a Socially Inclusive and Fair Transformation. The Insights gained will be used in Interactive Stakeholder Workshops to identify Governance Challenges and Opportunities and to develop concrete Recommendations for necessary Institutional Adjustments.

WP 5
European labour market resilience management
Description
WP5 is the Work Package that brings together and extends the data collected in WP1-WP4 in order to qualitatively analyze the data, In doing so it performs the following tasks: a) it maps existing policies relevant to the Twin Transition for Labour Markets and Skilling, Reskilling, and Upskilling, and it additionally evaluates existing policies in particular in terms of Cost Efficiency and Social Inclusion. b) it integrates into existing policies the results of Case Studies and Stakeholder Consultation, while integrating feedback from other WPs and update the Twin Transition Conceptual Framework.
WP 6
WP6 Skills' resilience
Description
Workpackage 6 maps and evaluates upskilling and reskilling programmes within lifelong learning and VET, focusing on their effectiveness in the twin transition. It analyses cost-effectiveness and inclusion of left-behind groups, while identifying best practices to design impactful skilling initiatives. A key output is a skill self-assessment tool to enhance labour market integration, resilience, and social inclusion, supporting workers and regions in adapting to green and digital transitions.

WP7 Outreach, engagement and impact
Description
Workpackage 7 develops and updates the Dissemination, Exploitation and Communication Plan (DECP), ensuring effective outreach and engagement throughout the project. It manages communication channels, tailors and shares outputs for diverse stakeholders, and fosters knowledge exchange with related EU projects. By establishing an exploitation roadmap, it secures long-term use of results, supporting skills, resilience, and social inclusion in European labour markets beyond the project’s lifetime

WP8 Outreach, engagement and impact
Description
This work package ensures the effective and timely delivery of the project by providing strong administrative, financial, contractual, and managerial support. It establishes an efficient management structure with clear procedures, including the General Assembly and Executive Board, to oversee progress and decision-making. Additionally, it ensures full compliance with European Commission requirements, delivering high-quality reporting and accountability throughout the project’s lifetime.
